General Description
Oversees all agency functions and indirectly supervises agency employees. Responsible for maintaining all agency programs and activities.
Experience
- Requires an additional five years of administrative/managerial experience to include responsibility managing fiscal aspects of an organization, and assisting and developing policies, programs, rules and regulations. At least two of the five years must have been as a supervisor over subordinate staff or requires three courses or eighteen months experience in business or public administration, one course or six months experience in accounting or finance, two courses or twelve months of experience in social welfare, on course or six months experience in human resource management and one course or six months experience in written communication for business.
- Five years of administrative/managerial experience in fiscal aspects of an organization, agency, program or operational area and assisting in developing and implementing policies and procedures.
Essential Functions - Plans, develops and implements agency and state policies and programs
- Ensure compliance with local, state, federal rules/laws
- Oversees agency operations
- Researches and evaluates administrative issues
- Interviews candidates for positions
- Initiates actions for termination
- Reviews, approves or denies employee requests of leave
- Completes performance evaluations
- Provides leadership and guidance to staff
- Determines agency needs, staffing levels and long term planning
- Recommends resolutions
- Responds to confidential client complaints
- Oversees preparation of statistical and fiscal preparation and reports including annual budget
- Attends Job & Family Services Planning Committee
- Monitors applicable purchased service contracts
- Oversees agency compliance with employment labor laws
- Performs or assists with discipline
- Communicates with staff effectively
- Maintains a good working relationship with partners and the community
- Negotiates and assists with administering the bargaining unit contract
- Interprets and ensures compliance with bargaining unit contract
- Conducts formal discipline, grievance and arbitration meetings
- Performs public relation duties and represents the agency with community and elected officials
- Advises County Commissioners of agency needs
- Performs additional tasks assigned by County Commissioners
- Attends conferences, workshops and trainings to obtain and maintain knowledge of current regulations
- Regular and predictable attendance
