Position Description
Title: Ohio START Technical Assistance Consultant (Part-Time Contractor, 15-20
hours/week)
Reports to: Ohio START Regional Manager
Created: March 2025

Position Summary
The Ohio START Technical Assistance Consultant works closely with the PCSAO’s Ohio Sobriety,
Treatment and Reducing Trauma (START) Team to provide technical assistance to Ohio START
counties on model implementation, sustainability and achieving model fidelity. This part-time
consultant position requires the ability to work with diverse local START teams in different
stages of implementation and successfully support their efforts.
Responsibilities
Oversee the provision of technical assistance to assigned Ohio START counties and their local partners relating to the implementation and sustainability of Ohio START. This includes, but is not limited to:
• Assisting Ohio START counties and their local partners to work towards achieving START
model fidelity
• Cultivating collaboration among community partners to implement Ohio START in
assigned counties
• Assisting Ohio START Regional Manager with monitoring PCSA model fidelity achievement
and implementation progress to ensure the provision of technical assistance and training
to assigned counties meets assessed needs
• Supporting assigned Ohio START counties through the START certification process as they
achieve fidelity
• Working closely with Ohio START Regional Manager to coordinate peer-to-peer technical
assistance between counties
• Collaborating with other technical assistance consultants and Ohio START Regional
Managersto plan and provide monthly learning community calls, quarterly coaching calls,
quarterly consortium meetings, and START foundations training

• Coordinating with PCSAO Performance and Evaluation Manager to ensure evaluation
activities and data analysis are meeting Ohio START needs
• Participating in internal and external Ohio START meetings to further Ohio START
implementation
• Acquiring expertise in the national START model and obtaining certification from Children
and Family Futures as a Qualified START Training and Technical Assistance Provider
• Any other duties as assigned
Preferred Qualifications
• Master’s degree in social work, public administration, public health, or related field
• Experience working with best practices for effective program implementation
• Work and/or lived experience in the field of child welfare, substance use disorder,
mental health or human services
• Experience working with organizations and individuals with diverse cultural
backgrounds, and/or knowledge of efforts designed to address inequities
Required Qualifications
• Bachelor’s degree in social work, public administration, public health, or related field
• Substantial experience working in the field of child welfare as well as experience working
with program implementation
• Substantial experience working collaboratively with cross-system partners
• Strong project management and time management skills; highly organized and detailoriented
• Ability to work remotely and independently
• Ability to collaborate closely with other project consultants and administrative staff
• Experience and skills with MS office and cloud storage options (e.g. SharePoint, Teams,
OneDrive)
• Ability and experience using virtual platforms such as Zoom and Microsoft Teams
• Ability to travel the state
