Job Duties

Under administrative direction, formulates and directs implementation of human services policies, procedures, goals and objectives for multiple human services programs having statewide impact (e.g., Protective Services, Kinship and Adoption Services, Prevention and Substance Abuse, Family Services, Placement Services, Foster Care Licensing, Multi-Ethnic Placement Act, Title IV-E, Title XX): provides administrative direction to section chiefs; analyzes and/or directs analysis of programmatic and demographic data and anecdotal information in order to determine what improvements/changes are needed in program design and/or operations; identifies new initiatives in provision of child welfare services; directs development of program policies and procedures (e.g., reporting time frames; content; formats) makes recommendations to Deputy Director; develops and/or directs development of proposed changes in legislation and administrative rules affecting child welfare services; develops and implements procedures to monitor and evaluate Bureau compliance with applicable federal and state statutes; prepares biennial budget request for Bureau and administratively manages Bureau budget, assuring on-going fiscal controls; develops staffing patterns, organizational structure and resources to achieve efficient and effective operation of kinship care and adoption services, quality assurance and monitoring; supervises assigned staff (e.g., makes recommendations for hire: assigns work and provides direction; reviews work and provides feedback; establishes goals and monitors and evaluates performance; encourages staff development; approves/disapproves leave; conducts staff meetings; recommends disciplinary action; analyzes and interprets performance to identify measurable outcomes).

Acts as departmental and/or direct liaison with other ODJFS offices (e.g., Fiscal Services; Information Services) and other state agencies (e.g., Education; Health; Youth Services) in pursuit of coordinated, cooperative implementation of new initiatives and to achieve coordination of existing resources and development of new resources for service delivery; represents department through public speaking, working with news media and participates in professional conferences and workshops.

Performs other related duties as assigned (e.g., travels to conduct and/or participate in staff meetings and training sessions and to represent ODJFS at conferences and seminars; prepares and deliver speeches and presentations on behalf of deputy director; operates microcomputer systems to store, process, access and retrieve data to produce correspondence, reports and other documents; maintains logs, records and files).

Minimum Qualifications

Completion of undergraduate core program in social or behavioral science or pre-medicine; 30 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider; 12 mos. exp. in management; 18 mos. exp. in supervisory principles/techniques.

-Or completion of graduate core program in social or behavioral science or medicine-related field; 24 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider; 12 mos. exp. in management; 18 mos. exp. in supervisory principles/techniques.

-Or equivalent of Minimum Class Qualifications For Employment noted above.

Major Worker Characteristics

Knowledge of social or behavioral science or pre-medicine; program planning for human service organizations; social program & policy analysis; agency & governmental laws, rules, regulations & procedures applicable to particular social program; supervisory principles/techniques; management; accounting, finance or budgeting*. Ability to deal with many variables & determine specific action; prepare & deliver speeches before specialized audiences; establish professional atmosphere as administrator; handle sensitive inquiries from & contacts with officials & general public.

This is an Unclassified Position per Section 124.11 (A) (9) of the Ohio Revised Code. 
The position is Overtime Exempt.


Travel required, as needed.  In order to operate a State vehicle, you must have a valid Driver's License from State of residence.
