Social Program Coordinator – FAIR

Specialized professional level in the job and family services occupation under administrative direction requiring considerable knowledge of job and family services public assistance and medical programs in order to act as lead professional responsible for effective management of the daily operational facets of the Family Assistance Division projects.
Summary of Job Duties:
Customer/Client Complaints: Is responsible for supervising staff and monitoring all FAIR activities at the Children Services Division regarding customer complaints and grievances. Acts as an impartial child welfare advocate regarding all customer complaints and inquiries.

Receives, reviews, and delegates work assignments in FAIR such as complaints and inquiries from clients or other community stakeholders. Ensures customers have attempted to resolve issues through the chain of command (worker, supervisor, manager) whenever possible before accepting a complaint or inquiry from a customer. Facilitates staff corrective action if discovered that the chain of command was not used for resolution during an investigation of a customer complaint/appeal.

Conduct conferences when necessary to assist in the collection of facts to aid in the complaint decision. This includes communication, coordination and or holding meetings with staff and clients, as necessary. Communicates with all parties regarding the appeal decision results.

Appeals: Is responsible for supervising staff and monitoring all FAIR activities at the Children Services Division regarding disposition appeals. Reviews cases where an alleged perpetrator requests a formal change to an indicated or substantiated child abuse or neglect disposition.  Acts as an impartial child welfare advocate regarding all disposition appeals.

Receives, reviews, and delegates work assignments in FAIR from disposition appeal requests.

Conducts case review, interviews and appeal conferences to assist in the collection of facts and evidence to aid in the appeal decision.  Communicates with all parties the appeal decision results.

Record Requests: Receives, reviews, and delegates all subpoenas and other requests for closed records.   The FAIR Coordinator must approve and sign all outgoing correspondence from FAIR to ensure consistency and accuracy.

Assists Human Resources during the hiring process by providing case summaries on MCDJFS employee applicants who have been provided services by a child protective service agency.

Administration: Is responsible for all reports, summaries, and presentations on a monthly and quarterly basis as required. Ensures FAIR statistical reports are completed and sent to management on a periodic basis as required. Is responsible for program evaluation regarding FAIR and making recommendations to management as needed.

Ensures all FAIR policies are reviewed and current.  Assists community agencies on FAIR or CSD policies as appropriate.

Assists and may chair the Child Fatality Committee and will participate in other agency  committees as appropriate and approved by the manager.

Performs administrative supervisory tasks, may supervise 1-2 supervisors and/or staff.  Manages the assignment of tasks in FAIR.

Oversees the veteran staff refresher training project, may conduct staff training. Provides foster/adoptive parent training on the FAIR program and services available. Trains or orients new personnel on FAIR as needed.

Minimum Qualifications and Requirements:
Bachelor’s Degree in, criminal justice, social work, sociology, political science, psychology or related discipline and five (5) years of related child welfare experience directing the work of others and coordinating projects; OR alternative or equivalent evidence of the Minimum Class Requirements.

Driving Requirement:  Must maintain a United States driver’s license with an acceptable driving record.
