Foster Care Reform Legislative Initiative

Marcus Fiesel was a preschool boy with developmental disabilities.  Due to safety concerns, Children Services got involved in this young boy’s life, and a decision was made to place the child in foster care. Tragically, foster caregivers Liz and David Carroll in SW Ohio had Marcus in their home for only a few short months before allegedly leaving him to die in a sweltering closet, bound in a blanket, while they went out of state on vacation.  Prosecution of this crime is in progress. 

Senator Tom Niehaus, Representative Jeff Wagner, and Senator Gary Cates are committed to learn from this tragedy in an effort to prevent such cases from ever occurring again.  They have convened a broad group of experts to assess gaps in policy, practice and resources, and make recommendations for legislative change.
