Legislative Issues 

One of PCSAO’s greatest strengths has been our advocacy efforts, which is a key element to delivering on our mission.  We are proud to have, as part of our legislative/advocacy staff, Gayle Channing Tenenbaum as the long time Legislative Director, and newer member Greg Kapcar as the Assistant Legislative Director.  Gayle joined PCSAO in 1986, as the Legislative Director, and has become the knowledgeable and respected voice for children and other vulnerable populations throughout Ohio .  Greg joined PCSAO in May 2005 with twelve years experience providing direct service to adults with mental illness, unruly youth, and abused/neglected children as well as working on local and statewide public policy issues impacting children and their families.   As a team they possess tremendous political savvy during the legislative process, successfully merging value and understanding of child welfare work, bringing coalitions of people together to come to consensus on a course of action, and successfully moving forward for policy change.
